ZFS / Userquotas: This is a new thing, it will be available soon for FreeBSD (if it isnt already) and later for Freenas, too. But with ZFS, you don't want quotas in general, you want a community based space management in every department of your company (e.g. there are 100GB space, every user should notice that 80GB mp3 are not the right thing to store on it). But there has to be a very good management for teaching this down to the last "DAU". But you should use reservations for business critical things.

OpenmediaVault: A fork, yes, but the main developer of FreeNAS decided to invent the hole system new with debian base. But know, as I readed, he will support FreeNAS longer, the 2nd main developer will support FreeNAS more than before, and so FreeNAS will re-developed from scratch for FreeBSD 8 and OpenmediaVault will come ready not as a competitor but as a partner project. If this co-existence will realy become true, the two systems will take over the hole world ;-)

Nur mein Senf um mal wieder ein bisschen englsich geschrieben zu haben ;-)
